Organize PDF Pages — Reorder, Delete, Rotate & Merge Free

Rearrange PDF pages visually — delete, rotate, duplicate, drag to reorder, insert blanks, or pull pages in from another PDF. Extract just what you need. Free, no upload.

What it does

This tool lays out every page of your PDF as a thumbnail so you can see the whole document at a glance, then edit it: delete pages, rotate them, drag them into a new order, duplicate them, or insert blank pages and pages from a second PDF. When you’re happy, export the whole thing, or just extract a selection — as one combined PDF or as a separate PDF per page. If your PDF has stray blank pages left over from a scan, it can find and select them for you to review.

How it works

Every edit — a deletion, a rotation, a reorder — is applied only when you export, so nothing touches your original file until you download the result. Rotations are tracked on top of whatever rotation a page already has, so a page that’s already sideways from your scanner rotates correctly from there rather than resetting. Undo and redo (Ctrl/Cmd+Z and Shift+Z) step back through your whole edit history, and a one-click reset discards everything and starts over from the pages as they were added.

Inserting pages from a second PDF works like a lightweight merge: drop in another file, choose which of its pages to bring in, and they land wherever you like in the working order — mixing pages from several source PDFs in one document. Blank-page detection samples each page for how much ink is actually on it, with an adjustable sensitivity slider, and only ever selects candidates for you to review — it never deletes anything on its own.

How to use it

  1. Drop in a PDF (or several, to combine them from the start).
  2. Click thumbnails to select pages — shift-click for a range, or use Select all / Odd / Even / Invert, or type a range like 3-5, 9.
  3. Use the toolbar for bulk actions: rotate, delete, duplicate, move to start or end, or drag pages directly into a new order.
  4. Insert blank pages or pages pulled from another PDF wherever you need them.
  5. Export the whole document, or extract just your current selection as one PDF or as a zip of individual pages.

FAQ

Is this the same as your PDF merge tool?

Not quite — merging combines whole PDFs (or splits one into pieces) without page-by-page editing. This tool is for visually picking, rotating, and reordering individual pages, and it can pull in pages from a second PDF as part of that, which covers a lot of the same ground plus more control.

What happens to bookmarks and links when I remove a page?

Bookmarks and outlines aren’t carried into the exported PDF, and an internal link pointing at a page you removed may stop working. Text, images, and page rotation all carry over correctly.

What about fillable form fields?

The page’s visible content is preserved, but interactive form fields lose their “fillable” behaviour and become plain page content once a page is copied into a new document — a limitation of how PDF pages are rebuilt, not something specific to certain pages.

Can I insert pages from a scanned document?

Yes — inserted pages keep whatever they looked like in their source PDF, scanned pages included. If you’re working from a scan and want to check whether it needs OCR first, check whether it’s a real scan before you organize it.

What size are the blank pages I insert?

You choose: A4, US Letter, matching the page next to where you’re inserting, or an exact custom size in points.

Does “find blank pages” delete anything automatically?

No — it only selects pages it thinks are blank so you can review and delete them yourself, the same as any other selection.

Can I redact something before I reorganize the pages?

Yes — if you need to black out or blur sensitive content, do that first with the PDF redaction tool, then bring the result in here to organize.
